Interesting initiative. Can't wait to see what the unexpected, unintended consequences will be. Also, I would love to see the ethnographic studies showing that "women may have relationships with random fishermen to acquire fish commodities for sale and profit in a risky affair." I don't doubt for a second that women are exchanging sex for fish, which they then turn around and sell. I highly doubt that women are having sex with "random" fishermen to do so. More likely, there are established, but still flexible, social relations involved.

There's high potential here that well-meaning do-gooders, operating from a particular moral perspective - that a) women are inherently oppressed, and b) it is always wrong to exchange sex for anything but love [which, by the way, fits very nicely with the very conservative Christian morality that many Kenyans subscribe to] - are going to unintentionally, and unwittingly, toss a complicated political-economic situation upside down.
