TFA seems to say she was reported for attempting to tamper with a drug test. But I'm not really sure WHY. They're concerned about adulteration WITH the blue toilet water, which would turn the sample green and be of too low of a temp, in any case flushing would have nothing to do with that. They're concerned about adulterating with bleach or whatever, but there'd be no reason to put that into the toilet water, if you were gonna do that you'd put it straight into the sample. Now if you had bagged urine or whatever and didn't pee at all, then the toilet might be a bit bluer, but AFAIK they don't check for that, if they did it wouldn't be a problem to just pee for real into the toilet and put bagged urine into the sample cup. Or dump some bagged urine into the toilet.

I suppose if you used bagged urine and had heater pads to raise it to body temp, but overshot and it was coming out at 110F, you'd need some water to chill it down by putting the cup in colder water prior to the handover. But again, you don't need to flush the toilet to do this.
