Actually, this sounds more of a problem for the downstream *winter and spring* water supply. The whole point of the exercise being to freeze more water than normal during the winter and then let it melt throughout the summer. During the summer this should make for slightly higher-than-normal downstream flow because you're melting the stuff you banked in winter.

I don`t think it`s about knowing about other countries. It seems more basic to me that freezing water in winter would give the people downstream MORE water in summer when it melts, not less wherever it happens. It will artificially prop up the ecosystem downtream which may evolve to need the extra water so if it stops then there may be ecosystem collapse at that point but that won`t be for a while...

Huh. According to the Weather Channel's website, Ulan Bator's average monthly high in July is only 72 degrees Fahrenheit. That doesn't seem "unbearable".

I was in Mongolia back in August and it was mostly in the mid 80's. Yes there are people living outside the capitol and yes UB is surprisingly modern with a mix of the Wild West
