Does anyone really want to watch either Philbin or Letterman any more? Not to mention a lot of others.

Reportedly Regis quit because he wanted a Johnny Carson-like deal of more days off without a pay cut, and ABC said no. Apparently morning show co-hosts today are considered more replaceable than Johnny Carson was 30 years ago.

Letterman's deal has included full ownership of his show ever since he moved to CBS. As long as CBS wants to license the show from Letterman's company (which also owns Craig Ferguson's show), Letterman can do whatever he wants. Before Letterman, CBS had nothing in late night but cop-show reruns, or something like that.
