I mean, visitor in a foreign country, break the law, expect repercussions (Legal if you're lucky). the only reason i can even think as to why they came to this agreement is that the U.S. was expecting our personnel to rape murder & rape and just wanted to keep them in the fight.

Philippine law is a joke. We were warned that if a philipino grabed us, and we jerked away, they could claim injury to their hand and we would be found at fault. Sometimes the agreement is a valid reaction to a predatory legal system.

People file outrageous claims because it's easier for the victims to shell out a fast 10, 25k out of court settlement instead of paying vastly more for a real court proceeding. See how quickly that ugly redneck dropped the charges when they started discussing a beiber babby, whatever the f*ck that is.
