Yes, they are. However, the store had the crotchless pantie display near clothing & bathpacks for young children.

Call me old fashioned if you will, but I don't think that's appropriate. It's bad enough that some parents sexualize their young children by entering them in the types of beauty pageants seen on shows like "Toddlers & Tiaras".
