Like your Hamster colony is so large that "teens" are mating, means you don't need to have as many reproducing pairs, making the genitals smaller may result in fewer offspring, forming a delicate balance of population, preventing the resources of an area from being stripped.

Or teenage female hamsters exude penis shrinking hormones so the males don't rip them in half?

/ either way I'm glad I didn't fark any hamsters in high school.
