He said that being unable to speak the primary language of the country in which you live will marginalize you and reduce your prospects for a job, meaning that you'll be trapped forever in a life of poverty. Ergo, you'll be in the ghetto. I guess his assumption is that bilingual education means that teachers are only spending half the amount of time working on English skills when compared to an immersion classroom.

In many parts of America, including some of the most prosperous parts, Spanish has been spoken far longer than English has. Hispanic culture is an ingrained part of a huge chunk of America. It can be found in cuisine, architecture, music and art. As for English being the language of prosperity, try not being an English only plumber or electrician in a city like San Ysidro, and see how far that gets you.
