New York City actually has a specific press pass issued to journalists and photographers cleared by the NYPD to give them access to shiat like this for coverage. Specifically ones where the fire, police, or other emergency departments have blocked access to everyone else.

Since you're obviously a bit more fluent in the local legal stuff than most of us, I'll direct the question toward you:

Is a media blackout something that the Mayor has the actual legal authority to do in this case? I know that in my state you don't get to bar journalists from covering things from the sidelines short of a danger of physical harm to the journalists, and you certainly can't just straight-up not allow them to cover a story at all. But I know New England is a lot more closely tied to old-school British law, which has all sorts of legal ways for the state and even private individuals to suppress information, so it sounds like it might be legit.
