No, Newt actually is quite intelligent, he knows his history quite well. He just intentionally misrepresents it to further his own narrative. He knows he's lying his ass off, unlike Bachman who doesn't know when she's completely wrong.

It's fun to try to put the nominees in "ignorant" and "deceitful" piles and try to guess. I think most people would agree that Newt is a sociopath who actually is versed in political knowledge but his "mistakes" are due to his willingness to say whatever will help him the most without batting an eye. Perry on the other hand is someone who seems to genuinely believe what he says, it's just that what he believes and what is real don't necessarily match (even if he has an e-mail from his great aunt to back him up.)

The one that stumps me is Bachmann; she seems to be the leader of the "I just don't know better" pack, but I can't shake the feeling that knowing her history as a tax lawyer and her family's masterful use of subsidies that she's just like Newt only hasn't learned how to not say things laughably wrong.
