I bet there was some stiff competition for that contract. The kind that increases service while driving down costs and allowing the government to secure protections for its citizens, rather than just turning them over to a monopolist. The day I received my card for this nonsense, I immediately withdrew all the money and then set-up for direct deposit to my own bank for all future EDD payments. I don't get my money any later than if I were still receiving checks and I don't have to use BofA.
