If I had to guess, I'd say that's a mock airstrip for bomb tests, the high-contrast bright blue paint lets them assess damage from planes/satellites. There are pockmarks on it already.

I'm with the person that said some of them are probably copies of city streets in other countries.

China has very long term plans and goals. Don't be surprised when they pull the pin one day and every electronic device in your house starts trying to kill you while Chinese commandos rain down like Red Dawn.

So the CIA is crowd-sourcing now?

I wouldn't be surprised if the whole thing is "look over there" ploy while the real funky stuff is happening on the other side of the country.

I used to have an old book picked up from the 99cent bin called 'Deception:the secret war between the CIA and the KGB' or something.

Really fun to read on the deception, the double and triple agents and also included was some part that talked how the US used to think that Russia was not a threat because the long range missiles they were using were missing the target due to some guidance system problem. This was until the US satellite changed it's scheduled flight pattern and did a pass over the target range site and found bulldozers moving the targets away from the resulting explosion craters.
Turns out they had the information on the satellite pattern.

/of course the whole book can just be a whole bunch of deception, whadda I know

Seems unlikely. Cities with modern layouts are more gridlike (few triangles), and cities with old pre-automobile layouts don't have straight streets. Unless the lines are just very crude representations.
