I suspect/hope they're bluffing. The Chinese aren't crazy, like the North Koreans. Given the damage desertification has already done to China's environment, they'd die themselves before they had the satisfaction of watching the rest of the world croak.

Let me get this straight. The EU decided that they weren't going to give companies credits for destroying this particularly dangerous greenhouse gas, so China said 'Fark it! We'll stop destroying it altogether.' I mean, isn't that the whole idea about carbon trading? Isn't the concept to put a price on every greenhouse gas so that companies are financially incentived to destroy them (or make less)?

You can't have it both ways. You either financially incent companies to behave well, or you legislate them to. You can't legislate companies in another country if their government isn't agreeable, so the financial incentive is the only option left. This is what carbon trading is all about.

Sounds like the EU having a big cry because China is more competitive. Pay up or shut up.

Nope, you are completely wrong. They ramped up production of one refrigerant to game the system and make money by destroying the byproduct. This is a huge waste of chemistry and energy and depresses the world market for the refrigerant. The rest of the world said they are tired of china's bullshiat and wants to remove the perverse incentive that facilitates this behavior. China then said "I will shiat in the pool if you don't keep paying me". This was a loophole that needs closing.

From the article, China's factories were intentionally overproducing the gas just so that they could then treat it and get paid for doing so. Perverse incentive, like India's rat catchers. The EU is not paying because the program wasn't doing what it was supposed to do: cut down on the production of this gas. And it seem's China's response is not just "Ok, we'll stop treating the gas" but rather "Ok, we'll stop treating the gas and produce way more of it for no reason but to spite you."

My neighbor was looking to buy a Prius for the gas mileage. Then I pointed out to him a 35 mpg Hyundai that was larger than a 42 mpg Prius, and was less than half the cost. He went with the Hyundai. Anyone who buys a Prius for the mileage is a moron.

China is only "competitive because it does not pay the "External Costs" paid by its first world competitors. Sure you can undercut if you do not pay a living wage or environmental costs. It always works this way. A newly developing nation undercuts its more developed neighbors until it too is overtaken as its economy matures. First it was Britain and Germany, then the U.S., then Japan, then South Korea and now China and India. Tomorrow Africa.

I'm curious, why the lack of economic knowledge on this forum? I thought Fark was supposed to be the "thinking man's Reddit".

HFC-23 can be destroyed for just 0.20 cents per CO2e tonne. The destruction of one CO2e tonne generates one Certified Emission Reduction (CER) under the CDM, which historically has been sold on carbon markets at an average price of $18 -- 70 times the actual cost of destroying HFC-23.

Because of these vast profits, China has repeatedly rejected attempts to destroy HFC-23 emissions through the Montreal Protocol.

With a 65 per cent tax on CDM projects, the Chinese Government has already received $1.3 billion -- enough to destroy all the HFC-23 it produces for decades to come. Despite this, China still vents at least as much HFC-23 as it destroys, since about half of its HCFC-22 production is ineligible for CDM funding.

Carbon offsets derived from HFC-23 crediting only serve to subsidize the production of greenhouse gases and have no place in the future of carbon markets," said Mark Roberts, International Policy Advisor for EIA. "If China is genuinely concerned about climate change rather than profiting from a fatally flawed system, it will stop blocking efforts to control HFC-23 emissions and stop threatening to hold global climate hostage to its unrealistic demands."

I understand it's going to hurt everyone across the world, but it will hurt them most, and I'm perfectly ok with that.

Chinese people are some of the nicest people I have met. China as a country can go fark itself and die for all I care, it's a bane on the planet.
