The proposed memo will build on an executive order that former President George W. Bush issued in January 2008, which banned federal agencies from accepting funding requests from members of Congress unless those requests were specifically included in legislative texts. That executive order drew fire from Capitol Hill and lobbying agencies, which said the White House was robbing Congress of its right to set spending priorities.

It's not robbing you of shiat. It's preventing you from keeping it a secret.

I thought earmarks were the things in the budget that Obama was going to go after with a scalpel and not a hatchet.

Why is this still an issue 3 years later, it seems that Bush tried to do the right thing in this regard....but how can we pass blame onto him for it not being done?

I don't know if Solyndra was a bad company from the start.

But I do know that directly underwriting a manufacture is a bad idea.

Support for solar power companies should have gone out as loan guarantees for installations. Underwriting at $3/watt installed AMERICAN PRODUCED solar panels would help drive demand.

The whole idea of a federal loan guarantee was to reduce the interest rates demanded by lenders. This is not a horrible idea in itself; it just needs to be spread out over more loans. If you could also get every state to require net metering then every large building would sprout a few kilowatts of panels in a few years.

I wonder how busy the Navy CB's are these days. I think they should be able to install a few gigawatts of solar around military bases without much trouble, and possibly work in DARPA or DOE as the muscle behind testing out new solar technologies.

Forget the politicians. They are irrelevant. The politicians are put there to give you the idea that you have freedom of choice. You don't. You have no choice! You have OWNERS! They OWN YOU. They own everything. They own all the important land. They own and control the corporations. They've long since bought, and paid for the Senate, the Congress, the state houses, the city halls, they got the judges in their back pockets and they own all the big media companies, so they control just about all of the news and information you get to hear. Nellis AFB might be entirely powered by solar now. I think they had a huge solar project going on out there.

I knew a guy like that when I was in the Navy. Handheld pocket calculators were still a new enough item that they were still a novelty of sorts (yes, I'm old). You could call out a random string of numbers and functions as you entered them into the calculator, and before you could hit enter, he would have the correct result nearly every time. And more often than not, he had his shoes on the wrong feet or his pants inside out.
