My guess is that neither of them were really expecting the perp to lunge into the police vehicle. Even if the cop wanted to slow down at that point, he would still have hit him due to being so close.

The guy was running from police -- they didn't seem to taze or pepper spray the guy. He was trying to jump the police car and tripped on the jump. Looked more like the cop was finishing his check and the guy was still wrestling on the ground...

I'm no fan of police being rough but they cant exactly apprehend people who resist by chasing them down and tagging them out. He tried to evade the cop, stopped, spun around off balance and collided with a cop who had been chasing him full tilt. It didn't seem so much like the cop was trying to break his skull, more of hes an idiot and put himself in a situation where it was very likely his skull would get broken.
