Would tougher laws requiring that scrap metal buyers require proof of ownership before buying put a dent in the problem? Of course, just taking someone's word for it would not count as proof of ownership

It is difficult to prove ownership of scrap - but the do know everything about you before they buy anything from you.

It is hard to show proof of ownership for scrap metal. Most of it has just been lying around for years, decades even. I doubt most people, if anybody, keep their receipts for stuff they bought twenty years ago. Also, a lot of scrap is also stuff like old car frames and large items that get torched and broken down anyway.

We had an old metal gate that got stolen about a month ago, we figure it was scrap thieves. It was rusted and wasn't in use anymore, and it was here when we bought the property, so we wouldn't have any proof that we owned it if we wanted to take it in.

Currently, you are supposed to give your information (name, address, probably a copy of their state ID, stuff like that) if you are bringing stuff into the scrap yard, that way if it is stolen somebody can claim it and the proper legal route can be followed.

They are many ways to discourage scrap metal theft, such as no cash payments on the spot.

Some states require trailers of this size to have a state title to use on roads.

LOL....Reminds me of the idiot who used to live next to my parents..... He worked for the electric company. He would have HUGE spools of copper wire loaded into his truck, take them home and back them into his garage for unloading.....How the Hell he unloaded them I'll never know.

Obviously this genius was selling the copper. He owned a nice Mercedes and had all kinds of great stuff..... Until he was arrested.

He lost his home, his wife (she divorced him claiming she had "no idea what he did in the garage"), his job, and his retirement.... Oddly he managed to avoid prison time..... First offense and all..... The company he worked for probably figured a better punishment for him was no money, no retirement, nothing for the rest of his life. He committed suicide about 5 years later so it must have been a good strategy.

as someone who owns a crucible and regularly makes sheet and billet out of scrap wire, i'm curious how
this would be implemented

I'm kind of surprised that this doesn't make more of an impact on copper thieves. Are the thieves just providing false information, are the copper owners not filing police reports, or are the cops not trying to match the reports with the names?
