Some would argue that a ban on using a cell phone while driving doesn't make sense because you can't outlaw everything that's a distraction. Banning radios in cars, for example. The problem with that logic is just because you can't hit all the targets doesn't mean you shouldn't fire at the targets you can hit.

A prohibition on "distracted driving" would cover all the targets, wouldn't need to be updated every 3 years, and wouldn't lead to retarded loopholes like "it's okay to be distracted so long as you have an earbud".
