I wish I could get a law like that passed locally - I ended up getting two of the outside "Birdhouse anti-bark" devices due to one dog that will not shut up. Neighbor refuses to do anything about it. The units do work well however.

Noise Ordinances. Always controversial and subjective. It could and will be abused. The problem is that people complain about different noises.

Many subdivision neighbours whose kids raise a racket with Basketballs, Poorly made Skateboard ramps, crying and the like from the crack of dawn to fairly late hours do complain about another neighbours "noise" which was adults having polite conversation and a drink with occasional laughter on their patio.

People complain about dog barks yet they service, crank, leave or return with their rods, ricers or Harley hogs at ungodly hours.

The topic is subjective and many troll hard on all sides.

Does it cover dog howling? We have some sort of a hound dog on the other side of the neighborhood that sounds like it lost its best friend. Every day and every night for the last several years.

Toss it on their roof, or in the rain gutter, duct tape underneath the outside AC unit, etc.
Leave town for the weekend.
When you return home, other neighbors will have brought the barking situation to a natural conclusion.

I've had fairly poor experience with the police and excessively barking dogs. The police generally agree that the dogs are a nuisance, but are restricted by city code over what they can do. For the first few violations, they often can't do much more than hand out written warnings, even if the incident is after 10PM. I've never seen the owner of an obnoxious dog change behavior until a fine was levied against them.

Seems like a waste of taxpayer money. It can't be cheap to have a police officer repeatedly respond to these sorts of incidents. I wonder if L.A. is doing this in part because of the budget meltdown.

Sounds like you both failed out of troll school. My point is that people find particular sounds more annoying than others. I have no dogs and have the sense to invite my neighbours to my parties or keep quiet after a certain hour.
Everything is subjective.
