Always has been, as long as they're in numeral form. Letters, numerals, and initialisms (distinct from acronyms, so "UFO's," but not "WAC's") carry the apostrophe, the first so that they don't look like words, and the other two for consistency. Anyone who tells you otherwise is hypercorrecting.
