The group described here is most likely AQIM - Al Qaeda in the Islamic Magrib (the maghrib is the western part of north africa). They used to be called the GSPC - Salafist Group for Preaching and Combat, which I though had a lot more flair. They declared themselves to be an Al Qaeda franchise in 2006, I think.

There's a bit more to it than just the name, tho'. In 2003 and thereafter, many young men from Libya and Algeria traveled to Iraq and Afghanistan to help their fellow muslims battle the invading crusader armies. The taking up of the AQ franchise name was intended to mobilize support from those guys as they came home, in the hopes that they would participate in the anti-government terrorist actions in Algeria (which is really the only place that AQIM existed). Now that Qaddafi is gone, they're probably hoping to expand their base to Libya, but I don't know how successful they're likely to be - Libyan's aren't really itching for further combat at this point.
