I've had an idea tht may help situations like this.

It appears that the parents of these children are just dumb. The boys showed no signs of physical abuse or starvation but how the parents kept the house and what they did was extremely irresponsible. So in this situation someone visiting the house and showing them parenting tips a few hours a day for 3 months would probably do better than jailing the parents.

My idea is to setup people to visit parents who are not coping, but otherwise are not abusive to give the coping skills and some life skills. Things such as put your rubbish in the bin, pick up the dog shiat and don't use the kennel as a bed.
