I would like to know what was going through her head when she decided to call the police the first time. I can sort of understand cases when a girl gets blackout drunk, wakes up and tries to piece things together and comes to an erroneous conclusion -- in that case, she's not really making up a whole story so much as just filling in the gaps. Here, though, it sounds like she had a conscious thought -- "Hey, I'm going to call the police to say I was assaulted when I know for a fact that it didn't happen, or it didn't even come close to happening"

How does that cross the line into "That's a good idea" territory, let alone "I'm actually going to do this"?

From what I heard, it's sometimes influenced from friends they talk to about it. Other times it's their own choice to cover up their own misdeeds. Both scenarios start with influence and end with "okay, i'll do it"

No doubt. Some biatch accused a friend of mine of raping her at a party a few years ago. She made up all kinds of crazy shiat - he stuffed socks in her mouth, tied her up, etc. The police actually came in to investigate, made him come in for questioning, etc. He was a farking wreck for about a month. Eventually, the police realized this chick was full of shiat. Apparently, she was pissed that another guy at the party didn't like her and she was trying to make him jealous. My friend actually considered suicide just because this skank had hurt feelings and wanted attention for it...

A distinction some are missing here is that she made up the assailant. She didn't accuse an existing person. That is why she got the deal she received. Had she accused an actual person and then later recanted, that would be a different story.
