TFA lists two separate instances where Google didn't comply with US LE takedown requests, but then says they complied with a total of 63% of the requests. I'd really like to know the circumstances behind the ones that were removed.

The highest amount of content requests was from Brazil (Germany in second), while Germany tops the highest amount of individual items in the requests (Norway in second). Countries like China or Thailand just censor everything on their side and don't worry about actually taking 'offending' content down.

If you take a look at the reasons for the takedown requests, it turns out the majority are court orders based on defamation. I'm not sure if that's just listing removals that Google complied with, since the total is a lot lower than previously listed, but I'm not surprised.

There's a lot of aspects to remember in this situation, one of which is that these numbers are not adjusted for population. The UK had 1,273 data requests but only has ~62 million citizens. That's .020 per thousand. The US had 5,950 requests and ~307 million citizens. That's .019 per thousand. France and Germany both are similar to our rate of data requests (France slightly higher, Germany slightly lower).

Then consider that requesting data through a private company is less authoritarian than simply gathering the data independently, something that most Asian countries do. China has one of the lowest rates of data requests, but that's hardly a sign of a respect for privacy in the government. Also consider that Google is based in the US and other countries would tend to have other routes to find data like going directly to ISPs, none of which would be reflected in these numbers.

I like that their entry about China basically says, "They won't let us tell anyone what they made us do."

I especially like the bit about the US that goes:

United States
We received a request from a local law enforcement agency to remove YouTube videos of police brutality, which we did not remove. Separately, we received requests from a different local law enforcement agency for removal of videos allegedly defaming law enforcement officials. We did not comply with those requests, which we have categorized in this Report as defamation requests.


Reading between the lines one gets something like "Hell no, you pigs" as a possible answer to the take-down requests for police brutality by small town sheriffs trying to throw around their weight.

I also must applaud Japan who somehow manged to issue no governmental take-down requests. Either Google just isn't as popular there or they have some really different cultural values.

On the sad side I find the amount of information disclosed by google to governments that is also in the report disconcerting.

Yeah as someone who has ventured down that wormhole of data snooping for legal authorities more than once and while contracting for other countries I can say you are woefully misinformed. We have free access to pretty much anything but a lot of shiat is blocked/monitored in other nations, not always by the government but a lot is by corporations with government consent.

As cognizant as I am of how messed up the Japanese legal system is, and how huge the pressures for social conformity can be, I still have to give them props for seeming to be more dedicated to the ideals of freedom and liberty than, say, us USians. Too bad so many over there want to be more like us; someone ought to warn them where it'll lead :-/.

Lots of Japanese internetians are on Nico Nico Video. Most of the Japanese vids that you see on Youtube start off over there.

In total, the German police, government and courts asked for 583 YouTube videos to be removed - 322 of which contained hate speech.

In total the US courts, government and police asked for 113 videos to be taken down, one because it showed "government criticism".

The US had a higher total number of requests. Check the Country Detail section. For future reference, News articles are often misleading and inaccurate. Telling people that you're telling them about something when you're actually misleading them is a surprisingly effective way to get them not to look into it themselves.

Lots of Japanese internetians are on Nico Nico Video. Most of the Japanese vids that you see on Youtube start off over there.


And relevant to this conversation--there have been takedown requests on Nico Nico, though usually for reasons of copyright--so yes, there are takedown requests, but they tend to focus on the more dominant video provider in Japan.

As far as I know, http://www.nicovideo.jp is huge over there. Don't know how it stacks up against YouTube in use. Do know that a bunch of their content gets reposted to YouTube by third parties.

To be fair, that includes requests from local power drunk Andy and Barneys as well as requests from the Fed. I imagine something similar for the other countries. Not that either is right, but not recognizing that fact makes it seem much worse.

Awesome, NZ has less than ten removal requests, and because there's less than ten they will release neither the exact number, nor a breakdown of the requests.

And given the fact you can't even click the tab, it looks like zero user data requests.

Another step towards global lock down.

Instead of filtering the internet. I dunno, maybe FIX the problems so there's nothing to post? Naw, that'd mean taking responsibility, however it's much easier to make policing laws.
