I'm more interested in the fact that Russia seems to have more than 3 parts to their traffic light system. Their five steps seem to be, green, flashing green, yellow, red and then "orange," to prepare for the green light? Also, green walk signs...

Not sure about Russia, but in Canada the flashing green is the same as a left turn arrow.

That's an Ontario thing.

In BC a flashing green means it's a "controlled intersection" and someone has pushed the button or is on the pressure pad so the cross-street traffic light will be shortly turning green.

First time I turned left on a flashing green here I almost killed myself, everyone in the car and everyone in the car that hurtled through the intersection towards us.

I'd like to see the traffic lights in the USA adopt this method.

I, um... what?
I got to look this up. I'm pretty sure it was a crosswalk button warning thing. Mean if people are there, they can press the button and it'll go solid green, yellow, red. In Vancouver, it just went flashing green to yellow at some places when they pressed the button.

Don't turn left on a flashing green in BC unless you want to be a fark headline.
