Caligula wasn't really around long enough to do much, but Nero was one of the better ones for his time period. He was a dick, sure, but he was a competent administrator and, iirc, actually relatively popular among the commoners (partially because executions were considered entertainment, and he went through a bunch).

What I'm confused about is how he got "Caius" from Nero Claudius Caesar Augustus Germanicus and Gaius Julius Caesar Augustus Germanicus. I mean, the latter (Caligula) was sometimes called just "Gaius" but there's a big difference between a G and a C even (especially?) in Latin.
