Most of these signs are placed in the public right-of-way. They're litter or at most, abandoned property.

Now if his sign ninja was taking them out of people's yards, then that's different but most of these cases whining about "stolen" signs are one where they've been taken from the highway median where anyone placing signs would find that the local government removes them right away or slaps them with a fine.
