I had the same thought for about half of one second. Then I remembered that at one time, you used to be able to buy Mr. T masks in every shop across the country. This is basically a home made mask small enough to fit the kid.

It only looks kinda blackfacey because they cut the mouth big enough to make sure the baby could breathe safely, so it looks more like minstrel make-up than what's surely intended.
