I hate effectively whiteknighting for Bachmann, but this is a non-story that is easily explainable. From a analytical standpoint, it's always been more useful to group the north African states with the Middle East. That's opposed to the sub-Saharan states, or Africa proper.

So it's not difficult to see why she made that slip.

Yeah this could be explained away as the ol' 'people see Libya and north Africa in general as distinct from Africa proper'. However while that's a common view it's still wrong, but assuming we give her a pass for that for those reasons there's still this to contend with...
