In Hawaii they have this same problem with tourists and whales.

There is no gun that can take out a whale from a cliffside roadway half a mile away, so instead they have minimum speed limits and no shoulder.

The tourists still cause problems.

That weapon is not powerful enough for bears. I think the most powerful round for that model is a .44 Rem Mag and you really want something like a .500S&W or a .30 caliber rifle. It will just aggravate them enough to come down.

/ I do not agree with shooting them btw

These signs went up in my district earlier this month. Stupid tourists kept stopping on the sea-to-sky highway to feed and play with the bears. Caused major problems with traffic AND with tourists putting themselves in serious harm's way AND with habituating bears to come sniffing at the highway for a free meal.

I ran into a bear last night. I fed him some abuse and hurled a rock at him.

It's mid-October. I run into black bears almost every night while walking my dog. They're gorging themselves on whatever fruits are still in the trees and anything else they can stuff into their bellies before they go to sleep in November. It's a bit intimidating but I'm pretty used to it by now.

Shouting at them and chucking something heavy in their direction is S.O.P.

Bears aren't exactly the most stable or predictable critters (I should know). People put themselves in danger when they stop and get out to watch bears next to the highway, not just from traffic, but by the wildlife. Bears get a little nuts when they're bugged all the time, for about the same people foreigners tend to find it a little disturbing that everyone stares at them in Japan.
