Yes. The opposite of fire is cold. You would expect flammable material that was cold to become inflammable, right? Thus the irony of the situation is made plain for all to see.

That article made my brain hurt. The cold storage warehouse had an electrical fire, and some valuables were destroyed, but the place had been abandoned for two years?

Anyway, for further irony, search for info about a December 1983 Borden Ice Cream plant explosion in Houston, Texas.

Oh, and I might add that, in older installations in the US, and probably newer ones in Third World countries, cork was the preferred method of insulation. In San Bernardino, CA, an historic ice storage building was gutted by fire about 10 years ago and the fire was attributed to transients lighting a fire in the cork-insulated building. The facility, near the train station, dated back to the time when portable refrigeration hadn't yet been invented, and large central plants were used to make ice, which was then loaded into train cars to cool the cargo. Just another example of a once-great and historic city flushing itself, and its history, down the crapper.

Because flammable and inflammable mean exactly the same thing! Of course he meant non-inflammable.

But anyway, this would really only be ironic if fire broke out in, say, a water storage facility.
