In some cases, submerging wooden support beams does prevent rot - and letting the water recede will then start the wood to rotting. So, if this is the case, then yes, removing the moisture could cause damage. And, I suspect that he meant "moisture" to mean "lots of farking water", not "a fine misting across the surface".

It sounds odd, but wood submerged underwater won't rot. The organisms that cause the rot can't survive in an oxygen depleted environment. Venice has buildings sitting on wood pylons hundreds of years old. When oxygen is introduced is when the wood starts to fail
