"Banks in the European Union face more stringent pay and bonus rules than rivals in North America and Asia, putting them at a disadvantage in attracting talent, the Financial Stability Board said."

Talent? TALENT???

If European bankers were paid the same way as American bankers, Europe would be farked. Forget about Greece and Italy. If there were real money at stake come bonus time, bankers would be inventing countries to give loans to. Deutsche Bank would be backing revolutions in former dukedoms, just so they could loan the new dukes money at a few extra basis points.
Don't do it, Europe. Don't become like us. Not everything in America is worth copying. Not our pop music, not our fat women, not our lawyers, and most of all, not our bankers.
(Yeah, it's too late for you, Britain. But it was always too late for you.)
