Yes, only 1% tested positive, but the corporation(s) made cash and it turns out the testing is probably unconstitutional.

Now if they'd start testing for LEGAL drugs, then I'd support it. In Florida, anyway. Because that would put about 95% of the population on the ineligible list.

To be fair, it was a 1.2% net change.

Jan 2011 - 11.9%
Aug 2011 - 10.7%

But then again, it really had no where else to go but down after peaking two months earlier. It trended downward for the next few months up intil Florida's legislature convened in March, where it was already reduced to 11.1%.

So it was down .8% between the time he took office and was able to submit legislation, and has only gone down .4% since. I am not sure if this means anything.
