While it would be nice to preserve the Apollo landing sites, TFA makes some excellent points about these artifacts' current scientific value. They should continue to be studied with minimal disturbance, the same way we might treat a dinosaur skeleton.

But if you happen to jumpstart that moon buggy, I say knock your socks off. Redneck gotta play.

Let me guess, the landing sites, right? People know that there is no atmosphere on the moon, so no air current, so no dust disturbance. Also, orbiters don't get that close. Next they will say you can't drive into these zones either, right?

It's a source of American pride that we are the only country to ever have landed a man on the moon. We are an awesome country, and those landing sites should absolutely be preserved for posterity.

Of course I believe we landed on the moon, but if you want some real fun when visiting NASA/Kennedy Space Center do the following:

Walk up to random employee and ask them where the building is that has the sound stage they faked the lunar landing. It is amazing how either worked up some of them get or how they have absolutely no idea what you are talking about. One employee I did this to went absolutely ape-shait. When we walked away he was muttering something about tin foil hats and conspiracy nuts.

As the article states, the U.S. hopes that, by specifying exactly what we want protected, other countries will respect our wishes. That's not unreasonable.

With respect to U.S.-based companies and U.S. citizens, the federal government can damn sure inforce the do-not-touch order, but probably not the do-not-approach order, at least with respect to U.S. debris (not so much the Russian stuff they may have also asked not to be disturbed; I haven't seen the list). Even though the treaty makes the Moon akin to international waters, the LEMs and other gear are U.S. property, and adverse posession does not apply to the government, so citizens and U.S. businesses could be prosecuted for handling that stuff no differently than for stealing or damaging a GSA car, a USGS survey marker, or any other government property that is outside on Earth.

NASA doesn't have the co-ordinates for some of the stuff to be protected, however; namely some of the LEM ascent stages - most importantly among them, Eagle's (Apollo 11's) ascent stage. Eagle and a couple of the others were left in lunar orbit and crashed at points unknown. Conversely, Intrepid's (Apollo 12's) ascent stage was rammed at intentional points in order to gain seismic data.
