I don't understand this story....If they normally do not start until two weeks before the deadline because of spec changes....how could not having those spec changes delay them?

they didn't begin because they suspected the nature of the work to change. because it always does. since it did not, they were suddenly behind on the project.

Because when changes are made more time is given to make the changes, but since no changes were made the due date isn't extended.
