It's also still disobedience. The fact that you're willing to endure the penalties involved to do whatever it is that you're protesting in favor of is the entire point of the exercise. That's what makes it effective as an instrument of protest.

It should also be pointed out that the guy wasn't protesting assault laws. He disobeyed laws completely unrelated to the matter at hand in order to Stick It To The Man (tm). That's not civil disobedience; it's nothing but common lulz.
