I think that is an off analogy, think more of "harboring in your neighborhood" but with less of the harboring.

Think of it this way, lets say there is a meth lab just down the street from you, and it gets reported. Next you see the cops and hazmat show up to every home in the block, kicking down everyone's doors, beating them all, cuffing them, charging them as being accessories to the crime (they did let the meth lab set up in their block after all) and throwing them into jail

Who the hell bombs Norway? Same for the attempted bombing in Stockholm last Xmas....leave Scandinavia out of it. Sure, Norway and Sweden are a lot less peaceful than they like to think they are - one is a member of NATO and the other sells weapons to everyone - but in the whole scheme of things both countries are about as vanilla as you can get, with each accepting a large number of refugees annually.

If you're at the point where trying to terrorize sedate vikings sounds like a good idea, you're out of ideas.

I don't know, I would think they would be out of ideas if they were to attack Canada or Easter Island. Norway is certainly way down the list of reasonable targets but not as far down as you are making it sound.

al-Queda doesn't like Norway for a bunch of reasons. On top of that, the head of some Kurdish terrorist group got arrested in Norway and was threatening the PM.
