Look at the tar roofs covering millions of American buildings. They absorb huge amounts of heat when it's hot. And they require more air conditioning to cool the rooms. Mayor Bloomberg started a program to hire and train young people to paint New York's roofs white. A big percentage of the kids have been able to parlay this simple work into higher-skilled training programs or energy-related retrofit jobs. (And, believe it or not, painting the roof white can lower the electricity use by 20 percent on a hot day!)


I like it. Simple and effective.

This was the thing from Newsweek a while back? There was one really stupid one in there.

This was it:

7. GUARANTEE LOANS

Before the last presidential election, I tried for a year to get both Congress and the administration to deal with the fact that the banks weren't lending because they were still jittery about the economy, and worried about the regulators coming down on them for bad loans still on the books. It's not much better now. Banks still have more than $2 trillion in cash uncommitted to loans.

So I suggested that the federal government set aside-not spend-$15 billion of the TARP money and create a loan-guarantee program that would work exactly the way the Small Business Administration does. Basically, the bank lends money to a business after the federal government guarantees 75 percent of it. Let's say that the SBA fund has about a 20-to-1 loan-to-capital ratio, and it's never come anywhere near bankruptcy. If we capitalized this more conservatively at 10-to-1, we could guarantee $150 billion in loans and create more than a million jobs. We should start with buildings we know will stay in use: most state and local government buildings, schools, university structures, hospitals, theaters, and concert halls. We could include private commercial buildings with no debt. Even if many are strapped for cash, allowing the costs of the retrofits to be paid only from utility savings means the building owners won't be out any cash. It's a "just say yes" system.


That exact process, dropping the capital to loan ratio, is why the banks couldn't survive the 2008 crash.

Got a brother-in-law that is a hedge fund manager. About 5 years or so ago, he attended some event where Clinton gave one of his $100,000 speeches to the ultra rich. In a room full of hedge fund manager multi-multi-millionaires, Clinton said that he could cure the debt in just a matter of a few years by temporarily raising taxes on the uber-rich. He said that it would only be the incredibly rich, and that he would personally call each one and explain why it was good for them and the country, and that he could make the calls personally because it would only take calling about 2,000 people. My brother in law says everyone looked around and thought the man insane for giving this speech in this room. They all had a good laugh over it later that day.

I would think that a heating system needs to be based at floor-level, where you can quickly and efficiently convect the air in the room. Heat the ceiling and you've just stabilized the air with all the cold air at your feet.

A good option would be to regionalize these plans. Same thing with CFL bulbs. Some things make sense in one area, and are batshiat crazy in another.

I have never understood why roofs are often so dark-colored. Its makes no sense in the vast majority of the US. It doesn't help in the winter enough and its completely sucks ass in the Summer.

How about instead of white roofs, we cover the roofs of American homes with solar panels? Decentralize the grid, and you get the double effect of reducing resource consumption while also reducing national security risks. Right now, all a potential enemy would need to do is strike about a few dozen power plants and half of our country would be plunged into darkness.

Sunlight In colder latitudes is generally cast at low angles, in which cases, rofing is usually not the most effective collector of passive solar heat.

Chicago actually has a better idea. On those roofs which can support it, they plant grass. Grass and dirt reflect less heat but they also transfer less to the building, keeping a (small) portion for their own nefarious grass-growing plots (hah!) and storing another (larger) portion to be radiated in the cool night. White takes every photon not transferred to the building and sticks it in the daytime ambient air, making it even hotter.

You know, I actually looked into this once. But my house is a large brick house that is about 100 years old. Unless they make some big leaps in retrofitting it wouldn't work for me. It would cost a fortune to do. If I could do it though I would. I just love the idea of selling excess power back to the utility companies.

The vast majority of the continental US doesn't live in such a place. The energy benefit you'd get in a blizzard from a black tar roof is far outweighed by the extra cost you'd save in the summer. A better option would be to paint all roofs white and retrofit with energy-efficient glass on the windows.

Without addressing the merits of the proposal, you have it exactly backwards. President Clinton is proposing that the new program be half as aggressively capitalized as the SBA, not twice as aggressively.

I think that's what makes me the most angry about our current policies. How many billions of dollars a year do we give away to oil companies? Or nuclear power plants? Why can't we just divert that money instead to a fund that makes solar panels effectively free aside from installation costs? You create a ton of jobs for blue collar guys to climb up on roofs and install the things, you help stabilize the grid, and it will diminish demand for fossil fuels (doubly so if prices go up on gas due to reduced subsidy).

Of course, the right idea isn't ever politically feasible.
