The town council voted 5-0 in favor of the action; Mayor Ed Foster did not attend the emergency meeting Sunday afternoon. Gilbert reportedly said the action was needed because Jennifer Jones was "inciting riots" after videos of her arrest at the meeting sprung up across the Internet.

While certainly not in the martial law category, declaring a state of emergency because people are pissed you arrested a journalist and "riots are breaking out" is a hell of a claim to make.

Somethingvery strange is going on in this town. According to the mayor, someone has been writing checks to the sum of ~$200,000 per year for the last several years and nobody can get the town council to release information on who is getting the checks. Link (new window)

Aarontology: Why was the reporter arrested in the first place?

From the Mayors blog that I posted above

2011 -- 30 JUNE
"The statements she was making pertained to the improper adoption of new rules of procedure -- some of which are in violation of Arizona's Open Meetings Law. [Fewer people are allowed in the room, standing is prohibited, photography and videography are only allowed from one small area and Chief of Police Jeff Gilbert even attempted to force publisher Doug Guilford to choose between speaking and video recording the proceedings.]

To attempt to prevent her -- or anyone else -- from speaking only invites disaster. Seemingly bent on destroying the meeting, Joe Winslow shouted for her to be removed, even going so far as to take a vote of the council [all of whom went along with this ridiculous ploy.]
"

This is a little town seriously out of control.

I can verify this. Two stop signs. Three gas stations. I've never stopped there for anything but gas on the way to Lake Havasu from Phoenix. They have an RV shindig once a year that's fairly popular. A lot of rock shops. That's about it.

Is it even possible for a (pissant at that) town to declare "martial law" ? That is something that usually requires the Army or National Guard to do.

True but hiding information (the books), if that is true, is rarely a good sign for the people doing the hiding. The city's accounts should be a matter of public matter already. If you can't go online right now and find them yourself it is suspicious.

Rural towns period are just plain weird. Doesn't matter where they are. I have yet to see a small town city council (and many larger city's councils for that matter) with any idea of how to act appropriately as elected officials.

I wanna see a transcript here. From what I can tell, she was recognized and given the floor, as she began to speak the Chair began to speak, motioned to remove her, and voted.

Not totally versed on Robert's Rules of Order, but you can't motion ANYTHING when you don't have the floor as a recognized speaker. This is just comic, farcical abuse of a meeting. Well, the video seems to begin midway, and the audio is unclear, but the speaker appears recognized. If she walked up and grabbed the mike, that's different, but it doesn't seem to be the case.

"You are in violation of MY rules of order!"
I'm outta order- you're outta order- this whole TRIAL is out of order!

It is on the border with California and it has a major rock festival that attracts buyers (think jewelers) from all over the country. I have been to the festival twice and the population booms to over one million if I remember right. As far as local politics go, I don't have any idea.

I like how the coincil seems to be successfully muddying the waters, just like the Mayor said. The "All those folks are crazy" comments are having the exact effect the mayor said they would. No one seems to be focusing on the alleged corruption.
