I am by no means a dog expert, but I'm pretty sure that the dog is dominating their son. The dog is trying to humiliate the boy in front of the "pack" to show what the social order is.

That, or the dog is seriously confused as to where it's supposed to put it's dick. I'm guessing that's not it, because when the boy turned around it kept going at his head.
