According to this article regarding drug dealers:

Stamp bags are the most common form of packaging used for individual doses of heroin. New users can get a high from one bag, but experienced users often need multiple bags to get their fix.

Former junkie here. Dealers stamp their bags so addicts can identify superior shiat. Usually what happens is the first wave is really good, and then once people start looking for those bags, the dealers step on it even more. My guy used to sell "Double- Nut", but I've seen "USA", "Scorpion" and some with just illustrations.

That being said, we never called them "stamps" we just called them "bags"

It's just what's inked on the bags for identification. Inside a sealed plastic bag is a stamped wax paper bag and inside that is powdered heroin. You mix the powdered heroin with water, usually by dumping it into the cap of a syringe and mixing it with the syringe's plunger. You then inject it.

You don't need to 'cook up' powdered heroin like you do tar, but it's still called 'cooking up'

Maybe the kid can get into a healthy family now. Obviously if the kid was able to bring the bags to school his current parental guardians have gone Trainspotting. They might clean up in time, but right now a kid could benefit from a household where he doesn't have access to things like Heroin.
I hope the kid doesn't get punished too harshly for this.

Yes. Snorting is usually how it starts out. You can cut 5 matchhead sized doses out of a bag, which runs anywhere from $5-10/bag depending on availability and quality. The trouble is that tolerance builds up rapidly so they use more. I used to hear about college kids talking about their hangovers from a weekend of partying with heroin. That's not a hangover, dude. That's withdrawal.

SOP for most child welfare agencies is placement with an appropriate relative, and only remove if you really have no other choice. Arcturus72 is prolly right here. If mom and dad are riding the white horse so much they let their urchin get into their stash it may be difficult finding an appropriate relative.
