The WPA limits that window to being invoked by an attack on the US. There are three conditions where hostilities are legal under the WPA - a declaration of war, specific statutory authorization (an AUMF), or the 60 day window which the President can invoke in the event of an actual or imminent attack on the United States.


The Libya war is ILLEGAL under both the WPA and the statutes governing our participation in the UN.
