I thought he was playing with the dog - my dog used to love it when i would grab him and roughly wrestle with him on the ground. You roll them around and push them over -- Some pets love getting tossed around.

Dogs and cats can take some really rough play and love it. My cat loves it when you push him over and run away -- He will chase you down and gently bite your leg then meow at you until you do it again.

You do it, too. It's called "synchrony". The next time you go out walking with someone, try to walk out of step with them. After a minute or so, you'll find yourself right back in step.
