They are a "workplace" and as a non smoker if I was a delivery driver and was forced to spend eight hours sitting in a truck with a smoker I'd be pissed off too.

Old CRTs could be pretty easily detected from the EM noise they put off. LCDs though? Not sure.

Back when TV's used cathode ray tubes, they did emit some RF that is detectable with sensitive equipment unless they were extensively shielded, and for cost reasons they almost never were. However, it's always been my understanding that those vans were more a scare tactic than anything. You roll up on someone whom you suspect of having a TV without a license, and basically bully the resident into letting you in or admitting to it.

UK citizens have more freedom in many areas than US citizens. It is legal to drink alcohol at any age. It is legal to be drunk in public. We don't have to tell a cop our name if he asks (unless we are the driver of a vehicle, but even then we don't have to show any ID or licence) and so on.

But by all means carry on with your "OMG the US is a police state!" whargarble.

Premise fail. It is NOT the "exact same smoke". Nor is the level of exposure anywhere near close to the same ballpark. It's the difference between standing a few hundred feet away from a running car and sucking on the tailpipe. Speaking of which, the exhaust from the car being driven is more harmful to you than the smoke smell left over from the previous driver.
