It's the UK. The foxes there adapted to the urban areas a long time ago, so it's not any more unusual than say, releasing a squirrel to the streets in a US city. Actually, it's not that unusual in the US in some areas. I see foxes in Denver every once in a while, and they're common in the suburbs here.

A skunk was under a neighbors car a few months ago. That's a hard decision to make how you're going to work at 4am.

Raccoons and opossums are pretty pravelent in lots of US cities too. And bats.

/wants a bat house in the yard just for the lolz.

It was absolutely, positively, 100% from Something Awful (the mailman image). The forum thread is still in there, probably from late 2003 / early 2004. I'm pretty sure it was a Comedy Goldmine, too.

It looks like they're probably cousins. The postman meme seems to be earlier, but the dog-specific variant is just one of many from that pile, not all of which fit the theme of the "animals doing things they shouldn't while receiving advice as to why they can't even do that." But it probably served as inspiration, directly or indirectly, for tigers who shouldn't even be in space.
