Uh, no it couldn't, because these are initial claims. Continued claims are down from two years ago, but that's just because 2009 was so madhouse.

/Work for Ohio Unemployment, getting a kick etc.

Initial claims are slowing because companies are hitting the bottom level for workforce to meet their needs, of course this means initial claism will go down, they'll also never completely dissappear since corporations like to kee their bottom level employess cycling in and out to find the best employees at a specific wage level. Basically? the economyhas hit rock bottom levels, or very close to it. Hope that doesn't come off as to whargarbbley.
