The royalties are pretty harsh. Then you get into the whole issue of species discrimination. If the city is spending taxpayer money on sparrow sounds, then why can't howler monkeys also be broadcast? What about cicadas? Sure, they are annoying, but they have rights too. The whole thing could be tied up in the courts for years to come if the mayor tries to push it forward.

Sounds like something they'd do in Cincinnati. The local township civic building has a nice little landscaped paved walkway on its grounds, replete with motion sensor-activated bird, bullfrog and insect sounds. My taxdollars at work, making nature sound more naturey!

That's what I was thinking. If speakers need to be installed, yeah, that's costly. But if they are there, not so much.

A cd of nature sounds costs about $15, if they already have the speakers for it it's hardly going to be a big expense. Plus it has the advantage of testing the speakers regularily without freaking people out or making them learn to ignore the sirens.

There's a similar system in some of the Oregon coast towns, they use cow moos to test the tsunami-warning system.
