The flour isn't good for the animals that may forage near it or over it. The flour will kill the plants (if any) that it covered unless it is washed away soon).

The flour will seep into the porespace of the ground and potentially alter groundwater/surficial flow patterns.

The flour was applied on protected lands without permits.

/trying to think like a bureaucrat and justify environmental damage clause.

I think the real problem is the fact that some budding yeasts may come along and intermingle with that flour, a little rain, a little sun, then BAM you have two 20 x 6 foot french loafs steamrolling the town.

This is not vandalism. I went to Sunnyslope high and we have a 50ft "S" painted on the side of the mountain overlooking the school. Every year the entire freshman class trudges up the mountain and repaints it. Never heard anyone's biatching about "environmental concerns" on these trips either. What kind of pansys are these people?

The right way to do it is to use battery acid and motor oil.

Although lead-based housepaint will work, it doesn't do enough environmental damage to make it worthwhile.
