Okay, I guess if he had been out at the pub by himself then that's technically true (although most pubs consider a packet of crisps "a meal," seriously - I was getting served at 14 over there quite regularly). If he was at home, though, it was perfectly legal.

Actually, yes there is:
United States Constitution
Article I
Section 8. The Congress shall have Power ... To regulate Commerce with foreign Nations


Clearly, tourism, business travel, and travel to go to school are all commerce of one sort or another. Congress has the right to pass laws regulating such travel, and they have: Classes of Aliens Ineligible to Receive Visas.

My guess would be that they either got him under the "addict" restriction, the mental illness/likely to cause harm clause, or the one about making terrorist threats.

Also, the First Amendment of the Constitution doesn't apply to foreigners living outside the United States. In fact, *NONE* of the Constitution applies to foreigners overseas. That's a major legal *DUH* that anyone with a GED in Law could recognize. The FBI could search his domicile and computer without a warrant without violating US law (though it would likely be against UK law). What protection aliens have in the US under the First Amendment evaporate at the border.

From my time as a teenager I remember about a half dozen or so.

From personal experience, if you are in the US and send a threat to the POTUS, you will most likely get a visit from a local secret service agent.

One day during a study period, my principal approached me and told me about an interesting phone call he received. Apparently secret service called him and notified him that a threat was sent to the POTUS from a school computer with my email address.

I actually did not send the email the White House homepage at the time had a form where you entered your message and could put any email address in. Our email addresses all followed the same format, so someone just used mine to send their message.

Anyway - secret service came and interviewed my principal and they were able to find out that when the message was sent I was in class and not in the room that sent it, but the culprit was not known because the school didn't require you to login into the computer at the time.

Secret service still came and interviewed me and my family, scared the crap out of my mom too when the showed up at the door. Asked me questions about killing small animals, etc. They showed me the email and it was extremely topical at the time, well written, so obviously not my work. But it seemed legitimate enough that I would have taken it serious and this was a good six years before 9/11.

They asked me if I knew who would have written it, I could only think of two people. One I think would have done it as a joke - the other - he hated me. But I had no proof so I said I had no idea.

Two weeks later my school had a field trip to DC, I was supposed to go to the White House... yea, I skipped that part, figured it would be a bad idea.

I know, I know... cool story
