I dunno the high PSI rates stuff packed with power and shrapnel would probably do some real damage.

The kick in the ass (as mentioned) was that the dude charged actually called the cops because he feared what he found was a bomb.

I realize that an accumulation of anecdotes is not indicative of reality but I swear that anyone who has been a Farker for more than a few weeks would never call the cops for any reason.

I was out fishing with a friend one day when we heard a loud "BOOM" and what seemed like every fish in the lake jumped out of the water at the same time. It turns out the police were there doing scuba training for their recovery divers. They found a pipe bomb under the bridge and decided to dispose of it in the water. Sadly, none of the fish fell in our boat.

This occurred to me as well. A water jet can be used to cut metal but I really doubt that a police water cannon would be nearly focused or intense enough for that.

Funny enough, it's an explosive device that simply shoots water into another (suspected) explosive device thereby imparting the kinetic enery upon the target in such a way that (should) rip it apart so fast it doesn't have time to detonate.

So in 1 it is made to sound like he was suspected of having the device and was arrested/charged. OK, I can accept that. Then in 2 it was confirmed that it was a bomb. OK, I can accept that too. But then in 3 we find out that the item was destroyed on the scene. I say the Chief has some splainin to do on his statement about how it was "confirmed" to be complete except for a fuse. An unsatisfactory explanation warrants charges against him either criminal or administrative depending. We don't need cops ram-rodding citizens into jail on trumped up charges.

Wasn't there a case in England awhile back where a guy found a gun in his garden, call the cops, and got arrested for possession of the gun?

May 7, got it.

But according to a portion of a state police report, dated June 11 and accompanying a later court filing by Barnes, the device was a PVC pipe, about two-and-a-half feet long, with metal weights inside.

So, Chief Jones filed charges a month before receiving the state police report, that is, the report from the people in possession of *all* the evidence, as to what that evidence actually was.

Gatzoulis said. "But sometimes, new information comes up after the initial date of investigation." And when it does, you wait three months before dropping charges? What did Gatzoulis expect to happen in those three months? A plea bargain?

I believe the case you are talking about was the one where the guy found a gun in his garden, but rather than calling the cops and having them come and dispose of it, he wrapped it up and went into the police station with the then concealed weapon with the intention of turning it in. As I recall he was charged with possession of a concealed weapon.

This actually brings up a subject that really sucks: Constructive possession. You can be charged with constructive possession of a bomb if you have the materials needed to make one, regardless of whether you've actually assembled a bomb or not.

Now, I have a few bits of copper and pvc pipe laying around (mostly for making antennas). I have black powder and black powder substitutes for my muzzleloading guns. I have a drill, wires, batteries, and steel wool. Technically, I probably could be charged with constructive possession of an explosive device without ever taking any steps to actually *BUILD* one.

Scary, huh?

Now consider that just about every home in the US contains enough materials to make a bomb. Things that you wouldn't normally consider to be explosives, like flour or sawdust for example.

Really the only hope you'd have against a malicious prosecutor who wants to nail you because you once parked in his spot would be the jury, and God help you on that one.
